Leisure, tourism and major venues: investing in Val-d'Oise

On the edge of Paris and around Paris-Charles de Gaulle, the busiest airport in metropolitan France by passenger numbers, Val-d'Oise welcomed 14.1 million tourists in 2025. This page gathers the official figures that matter to the promoter of a leisure park, a major venue or a tourism project.

Where your visitors stay

Hotels and business tourism (page in French)

How your visitors get here

  • Rail. Val-d'Oise is served by RER lines A, C and D and by suburban train lines H, J and L. (Île-de-France Mobilités, stops and associated lines, dataset updated 2 October 2026)
  • CDG Express. Opening announced for 28 March 2027: 20 minutes between Paris Gare de l'Est and the airport. (CDG Express, project website)
  • Grand Paris Express line 17. Service from Le Bourget Aéroport to Parc des Expositions, including Gonesse station, in 2029; on to Le Mesnil-Amelot via Paris-Charles de Gaulle airport in 2030. (Société des grands projets, the public body building the line)

Triangle de Gonesse: the official position

  • The Europacity project was abandoned by the French State on 7 November 2019. (Présidence de la République, Ecological Defence Council)
  • The programme considered by the public developer comprises the Grand Paris Express station, an international school campus, the national centre for street arts, a sports facility, then economic activities made up “mainly of productive activities, plus some office schemes”. “The project and its programme are still being defined.” (Grand Paris Aménagement, page updated 4 November 2025; quotations translated from French)
  • The Île-de-France Region, which is building the international school campus, announces its delivery for the start of the 2029 school year; the developer's page still shows September 2027. (Région Île-de-France, published 31 August 2026)
  • This programme does not include a leisure park: the area is not put forward here for a project of that kind.

The steps of your project

Developing an amusement park, or a play and sports area, of more than 2 hectares requires a development permit (permis d'aménager), issued by the town hall.

Your project, step by step (page in French)

Places that already draw visitors

Among its strengths, the Department lists tourist attractions that generate “visitor flows, spending and image, in particular: Auvers-sur-Oise, La Roche-Guyon, the Vexin Français Regional Nature Park, Enghien-les-Bains and Royaumont Abbey”.

Sources: Val d'Oise Tourisme, presentation of the departmental tourism strategy (published online May 2024) for the quotation, translated from French; 2025 key figures (brochure, May 2026) for combined attendance, which notes that growth at leisure facilities was driven in particular by the Casino Barrière and the Cergy-Pontoise leisure island.

Setting up in Val-d'Oise

Data centres and the digital industry in Val-d'Oise

What a data centre or digital business project looks at when choosing a site — power, fibre, land, cooling, permits, skills — and what official sources publish for Val-d'Oise.

Diese Seite ist auf Englisch verfasst.

Project criteria and what is published

Power: substations and grid connection

Connecting a high-power consumer is handled by RTE (transmission grid) or Enedis (distribution grid), depending on the power requested. The capacity available at a given point for a new consumer is not published: it is obtained by applying to the operator.

40 substations published for Val-d'Oise, of which RTE substations : 40.

Installed generation and storage capacity (register) : 138.5 MW (31/07/2026, calculated value).

Electricity consumption — industry : 485,533 MWh (2024, calculated value).

Electricity consumption — services : 2,341,846 MWh (2024, calculated value).

RTE substations and tapping points : 40 sites (16/06/2026).

Digital and energy infrastructure

Fibre and interconnection

Fibre coverage is published town by town; internet exchange points or dark fibre networks are only mentioned where an official source publishes them.

Premises connectable to fibre to the home (FTTH) : 636,404 locaux (Q2 2026).

Share of premises connectable to FTTH : 98.2% (Q2 2026, calculated value).

FTTH-connectable premises, Q1 2025 (Arcep series) : 620,237 locaux (Q1 2025).

Premises eligible for an FTTH offer (Ma connexion internet address base) : 623,335 locaux (30/06/2026).

Premises eligible for a satellite internet offer : 638,261 locaux (30/06/2026).

  • Département's public-initiative network : Public-initiative network: Val d'Oise Fibre (OI code VOFI), FTTH infrastructure operator whose project owner is Val d'Oise Numérique; coverage area: département 95; parent listed: Lumière. Debitex Telecom (DETE, Altice France group) is also listed for Val d'Oise Numérique (93, 95). In Q2 2026 Val d'Oise Fibre is the sole FTTH infrastructure operator in 110 municipalities, all classified as public-initiative zone in Arcep's municipality layer. It is present, alone or with other operators, in 116 municipalities (column oi_ftth in communes.csv).
  • Satellite internet : Ma connexion internet (Arcep), as of 30/06/2026: 638,261 of 638,261 recorded premises in Val-d'Oise are eligible for a satellite internet offer.

Table by town

Land

Business land plots of one hectare or more listed on the Val-d'Oise property exchange are sorted by size, with the update date of each listing.

Large sites of one hectare or more Business parks Setting-up costs

Cooling: chillers and water

Data centres are cooled by chillers, water or a district cooling network. The district cooling networks published for Val-d'Oise are listed below; official texts on air conditioning and refrigerants are listed with their links.

  • Réseau froid ADP Roissy — Roissy-en-France (Aéroports de Paris)

Heat recovery

Heat produced by a data centre can feed a district heating network. Only projects established by an official source are mentioned here.

Classified installations and permits

A data centre's back-up generators and fuel storage may fall under the French classified installations (ICPE) nomenclature (headings 2910 “combustion” and 4734 “petroleum products”). Authorisations issued can be consulted on Géorisques; the steps of a major project are described on a dedicated page.

Géorisques · Steps of a major project · Administrative procedures

Data centres established by an official source

There is no comprehensive public register of data centres. A data centre is only mentioned here if an official source (classified installation record, prefectoral order or a government or local authority announcement) names and locates it.

What is not published as open data

This information does not exist as open data at the date of update. It must be requested from the relevant operator; CEEVO can help direct the request.

  • 4G and 5G coverage by town and operator : Arcep publishes coverage maps, but no coverage rate by town and operator as open data. This page therefore gives the number of 4G and 5G sites per town; the share of the département's land area covered by 4G is INSEE's figure, based on Arcep data.
  • Available capacity for a consumer (withdrawal) per substation : Not published as open data for the Val-d'Oise. Caparéseau and the Enedis/RTE map cover GENERATION only (the RTE page says the map does not cover storage or consumption). For consumption, RTE only publishes pooling areas (none in the Val-d'Oise at 31/07/2026).
  • Caparéseau hosting capacities (S3REnR) as a file : Viewable on the Caparéseau interactive map (generation); no downloadable dataset found on ODRÉ or data.gouv.fr; not included.
  • Coordinates and municipality of RTE substations : Not published: RTE states it changed access to GPS data of transmission infrastructure for public security reasons.
  • Enedis primary substations with coordinates : No primary-substation dataset found in the Enedis open data catalogue (03/10/2026); only HTA/LV substations are published. The generation register cites substation codes (same as RTE codes) without name or coordinates.
  • Confidential municipal consumption cells : At municipal level some cells are withheld (commercially sensitive / personal data); flagged in conso_secret and excluded from totals.
