Triangle de Gonesse: the official position

  • The Europacity project was abandoned by the French State on 7 November 2019. (Présidence de la République, Ecological Defence Council)
  • The programme considered by the public developer comprises the Grand Paris Express station, an international school campus, the national centre for street arts, a sports facility, then economic activities made up “mainly of productive activities, plus some office schemes”. “The project and its programme are still being defined.” (Grand Paris Aménagement, page updated 4 November 2025; quotations translated from French)
  • The Île-de-France Region, which is building the international school campus, announces its delivery for the start of the 2029 school year; the developer's page still shows September 2027. (Région Île-de-France, published 31 August 2026)
  • This programme does not include a leisure park: the area is not put forward here for a project of that kind.

Connecting a high-power consumer is handled by RTE (transmission grid) or Enedis (distribution grid), depending on the power requested. The capacity available at a given point for a new consumer is not published: it is obtained by applying to the operator.

This information does not exist as open data at the date of update. It must be requested from the relevant operator; CEEVO can help direct the request.

  • 4G and 5G coverage by town and operator : Arcep publishes coverage maps, but no coverage rate by town and operator as open data. This page therefore gives the number of 4G and 5G sites per town; the share of the département's land area covered by 4G is INSEE's figure, based on Arcep data.
  • Available capacity for a consumer (withdrawal) per substation : Not published as open data for the Val-d'Oise. Caparéseau and the Enedis/RTE map cover GENERATION only (the RTE page says the map does not cover storage or consumption). For consumption, RTE only publishes pooling areas (none in the Val-d'Oise at 31/07/2026).
  • Caparéseau hosting capacities (S3REnR) as a file : Viewable on the Caparéseau interactive map (generation); no downloadable dataset found on ODRÉ or data.gouv.fr; not included.
  • Coordinates and municipality of RTE substations : Not published: RTE states it changed access to GPS data of transmission infrastructure for public security reasons.
  • Enedis primary substations with coordinates : No primary-substation dataset found in the Enedis open data catalogue (03/10/2026); only HTA/LV substations are published. The generation register cites substation codes (same as RTE codes) without name or coordinates.
  • Confidential municipal consumption cells : At municipal level some cells are withheld (commercially sensitive / personal data); flagged in conso_secret and excluded from totals.
